ALAMIN: Barangay Assembly Day 2019

WHAT: Section 397 of RA 7160, otherwise known as the Local Government Code of 1991, mandates all barangays to conduct the Barangay Assembly twice a year to discuss its semestral report as well as issues concerning the barangay.

WHO: The Barangay Assembly shall be composed of all persons who are actual residents of the barangay for at least six (6) months, 15 years of age or over, citizens of the Philippines, and duly registered in the list of barangay assembly members.

WHEN: Proclamation No. 599 s. 2018 declared the Saturdays and Sundays of March and October of every year as Barangay Assembly Days. Pursuant to the said proclamation, all barangays shall hold their respective Barangay Assembly for each semester on any of the aforesaid days to ensure widest participation to the assembly.

WHERE: The barangay shall identify the venue for the conduct of its Barangay Assembly.

WHY: To hear and discuss the programs, activities, and issues in the barangay. A State of Barangay Address (SOBA) shall be delivered highlighting the accomplishments, financial report, plans, projects, and newly-enacted ordinances, among others. The Barangay Assembly also serves as a venue for the barangay to discuss with its residents concerns such as, but not limited to, social services, peace and order, public safety, disaster risk reduction and management, environmental management and economic development.

The inputs gathered during the assembly can be used by the barangay in crafting barangay ordinances and resolutions responsive to the needs of the community and in the formulation of its plans, programs, projects, and activities.
