Bacoor City, July 30, 2025 — The City Government of Bacoor, led by Mayor Strike B. Revilla through the Housing and Urban Development and Resettlement Department (HUDRD) headed by Atty. Aimee Torrefranca-Neri, formalized a strengthened partnership with the Housing and Settlements Adjudication Commission (HSAC) through the signing of a Memorandum of Agreement (MOA). The event was held at Revilla Hall.
The MOA signifies the transfer of the HSAC office from Calamba to Bacoor City, a move that brings housing services closer to the residents and homeowners’ associations (HOAs) in Bacoor. This development is a significant relief for many HOAs, as they will no longer need to travel to Calamba for their concerns. The signing was attended by Vice Mayor Rowena B. Mendiola; members of the Sangguniang Panlungsod Members; Atty. Fidel Esconde Jr., OIC Executive Commissioner of HSAC; Atty. Harold NW Alcantara, Chief Regional Adjudicator HSAC RAB IV A; Atty. Rafael Al D. Romero, Director II (Assistant Regional Director); Atty. Delor P. Biona-Mounce, Legal Division Head; Buenas L. Ramps, OIC Admin and Finance; Ruel V. Salom, Budget Officer; Helen F. Gutierrez, ADA IV; Mike Ritual, COS – PAD; and Angelica Nuguid, COS.
Also present were presidents and officers from various homeowners’ associations, department and unit heads, barangay officials, HUDRD staff, and HSAC personnel. This collaboration reflects Bacoor’s commitment to responsive governance and improving accessibility to essential housing services.
